    The Maryland-National Capital Park and Planning Commission (M-NCPPC), a six-time National Recreation and Parks Association Gold Medal Award Winner is seeking a responsible person to join the Athletic Field Program as an Athletic Field Inspector within Montgomery County Department of Parks, Southern Parks Division. The department serves a diverse population of over one million residents in Montgomery County, Maryland, and manages 419 parks on more than 37,000 acres of parkland. The Department has an annual operating budget of over $100 million, a six-year Capital Improvement Program of over $180 million, and a career staff of nearly 800 employees.

    Southern Parks Division meets both local and regional leisure needs by providing opportunities for a wide variety of outdoor recreational activities in the most densely populated areas of Montgomery County. Its mission is to provide users with choices of active and passive recreation in parks and facilities that are safe and well-managed; and to apply best practices of stormwater management and stewardship for both undeveloped land, and our build resources located within the natural environment.

    The successful candidate’s primary responsibility is to complete routine Athletic Field Inspections on Montgomery County Public School (MCPS), Montgomery County Recreation (MCRD) and M-NCPPC properties. The purpose of these inspections is to monitor ongoing routine maintenance activities being completed by maintenance contractors for quality work and contract compliance. Inspections are documented in the field using an Enterprise Asset Software system via an Apple-IPad. Identified safety hazards are dealt with at the time of discovery via e-mail and or phone calls to the property owners or our maintenance contractors. This position may also prepare project scopes, perform project management, and inspection athletic field renovation work being completed by contractors.

    Examples of Important Duties:

    • Complete MCPS athletic field inspections looking at mowing height, field lining, infield surface playability, aerification to contract specifications, seeding effectiveness, backstop and fencing conditions, plate and pitching rubber safety and goal conditions.
    • Coordinate field visits to intercept contractors and insure compliance to MCPS safety protocols are being followed and that they are working in a safe manner.
    • Initiate corrective actions for identified safety hazards and follows through to ensure corrective actions were completed.
    • Inspect athletic field renovations and enhancement projects.
    • Verify completed work, contract compliance, and approving payments.
    • Works with MCPS Athletic Field Manager and other staff in program development and implementation.
    • Participates with supervisor in budget preparation, tracking of expenditures, and maintenance contract updates.

    Minimum Qualifications

    1. Bachelor's degree in park management/administration, outdoor recreation, natural sciences, or a related field and one year of park management experience that included supervision and leadership of a staff; or

    2. An equivalent combination of education and experience.

    3. Valid driver's license.

    4. Additionally, contingent upon area of assignment, some positions in this class may require:

    a. Commercial Driver's License with appropriate endorsements upon appointment, or the ability to acquire one within six months.

    b. Maryland Department of Agriculture Pesticide Applicator's certification in the categories appropriate to the work assignment.

    c. Certification by the National Playground Safety Institute.

    Supplemental Information

    Certification by the National Playground Safety Institute and Commercial Driver's License is not required.

    Important Worker Characteristics

    • Skill in operation computer software, apps, electronic communications
    • Ability to calculate decimals, fractions, percentages.
    • Must be licensed to operate a motor vehicle and able to navigate to multiple sites daily.

    Preferred Qualifications

    • MD Cert Fertilizer Applicators License
    • Three years’ experience in Athletic Field maintenance and/or turf management.
